Formal Description of the Haar Discrete Transforms

Results of formal description of the discrete Haar transforms are integrated and systematized. This makes it possible to realize in practice effective algorithms for high-speed computation at arbitrary values of dimension of the vector of initial readouts or a signal of a spectrum.
