Fluctuations of radar signals reflected from the clouds correlate with turbulent processes, which strongly influence on flight safety. These signals contain information about the physical phenomena in clouds, therefore remote sensing of cloudiness by the weather radar is of great interest for diagnosis and forecast of meteorological phenomena in clouds. However the majority of such radars uses incoherent signal processing, spectral characteristics of which practically have not been described in literature. That is why annual results of experimental study of dissipation velocity of turbulent energy and fluctuation spectrums of incoherent signals reflected from clouds at 3 cm waveband are presented in the paper. It was shown that the most probable spectrum width of velocity fluctuations is about λ 2f ~45 cm/sec for root-mean-square value of 27 cm/sec (λ is operating wavelength and f is current frequency in signal spectrum). Processing of measurement results also showed that maximums of the radar reflectivity and dissipation velocity of turbulent energy basically do not coincide; in so doing the most number of turbulent cells of different dimensions are concentrated in the upper parts of clouds.
