Six principles are proposed to solve the problems on external controls synthesis to stabilize unstable impulse processes in cognitive maps (CM), to control ratios between CM vertices coordinates and to estimate adaptively the coefficients of CM adjacency matrix. Cases of unirate and multirate sampling of coordinates are considered.
