The economical activity of humanity and the natural calamities are bound to bring about emergency situations of varying extent. This is clearly exemplified by the Chernobyl disaster, floods, earthquakes, fires, landslips, public disturbances, etc. In these circumstances the decision-making about the appropriate interference of the Home Affairs authorities to prevent and avoid the aftermaths of catastrophes is currently a vital and high-priority issue. In this connection the most sensible approach in seeking optimal alternatives is to develop the database in close association with the mathematical apparatus involving the use of computer facilities to tackle both the data storage and decision-making issues. In doing so an imitation calculation experiments is made with mathematical models that adequately account for the linkage between different characteristics. As part of this experiment comparisons and selection of optimal alternatives are being made.
