These regulations set requirements for the disclosure and management of researcher financial COIs (FCOIs). In 2010, the DHHS revised its FCOI regulations. This paper reviews the historical conditions leading up to the first FCOI regulations and its revisions, discusses the response of journals to author COIs, and examines how well the revised regulations respond to criticism that grantee institutions were not properly managing FCOIs.
