On Problem of Reversal of Alternatives Ranks while Multicriteria Estimating

The phenomenon of reversal of alternatives ranks, which appears while using the Analytic Hierarchy Process (AHP) method for ranks computation, is investigated. The sufficient condition of the absence of reversal of ranks is found. Fulfillment of this condition for different methods of computing alternatives weights is analyzed. It is shown, that the sufficient condition of the absence of reversal of alternatives ranks is fulfilled, while using in the Analytic Hierarchy Process Advanced method alternatives unnormalized weights, computed by methods of direct estimation or “line”.

A new compression method consisting in multiscale separation of image into edge and background, is suggested. Edge selection is made within each scale on the basis of a symmetrical low-frequency filter and the background is represented by wavelet coefficients. It is demonstrated, that this method, compared to the wavelet transform, is faster and enables one to obtain a higher ratio of image compression.

The Fourier analysis method of the time series is applied to estimating the rotation of structural formations in the Sun atmosphere observable in the line Hel of 1083 nanometers from the Earth. On the basis of the original method of the solar disk images discretization the time series of average values of the images intensities in the 3° heliographic latitude zones on the time interval relevant to 50 Sun rotations are obtained. By the algorithms implemented in the software, estimation is made of the rotation period of structures, spectral densities and power of processes in the latitude zones. The results can be applied to the quantitative characteristic of differential rotation of the solar formations.

A statistical technique of evaluating optical transfer functions of iconic systems of remote probing directly by digital images is presented. On the basis of this technique we develop an algorithm of restoring anisotropic deteriorations of digital images. The technique differs from familiar methods of inverse filtering by absence of need in additional a priori information of the character of the obstacle and of conditions of image forming. The restoring operator is determined directly by the resulting digital image by means of analysis of one-dimensional optical transfer functions along two individual directions, which form a linear basis.

A technique of calculation of frequency characteristics of electronic devices described by a system of linear equations with indeterminacy of coefficients and the right-hand side, prescribed in the form of a set of their possible values, in particular, intervals, is suggested. In finding set solution of such system of equations we obtain an “interval” estimate of frequency characteristic of electronic device.

Criteria of assessment of design variants of technical systems, which take into account qualitative characteristics of technological processes, are studied. Models of mathematical programming for derivation of optimal by cost and quality of information purchase plans of space Earth observation data from commercial satellites for resolving tasks of natural resources and ecological monitoring, are derived. Some examples are considered and an algorithm of solving the optimal choice problem is suggested.

The results of investigation of the method of synthesis of information protection systems with the minimum costs of protection mechanisms in a computer system with the open architecture, which ensures the degree of risk not exceeding the given value, are presented. The problem of optimal design is formulated as a problem of linear Boolean programming. After simplification, the initial problem is solved with the use of the drop vector method.
