RÉSUMÉ
The sets of matrices which depend upon varied parameters and contain the singularities of the characteristic values of a low co-dimension are considered. The objective of these investigations is to construct the structurally stable ("robust") algorithms of reduction of matrices of a general form to the special simplified form. This form is convenient for numerical investigation of systems of a large dimension, which are associated with oscillatory systems
