Special attention is given to those components of the surface disturbances that can influence essentially the backscattering of centimeter and millimeter radio waves incident at small grazing angles. The intensities of radar returns calculated for the obtained spatial spectra are compared with the results of scatterometer observations in the X- and Ka-bands. %8 2001-11-01
