The problem of monitoring degeneration of complex engineering systems in algebraic formulation is considered. The stated problem is solved quantitatively, using the degeneration functionals, designed on the spectrum of singular numbers of criterial matrices. The methods of designing criterial matrices of complex engineering systems are given.
